Private Call: One-to-One PTT calling
FirstNet PTT user can make a private call to any one in any agency. Selecting a target user for a private call depends on Web UI scenario.
The floor control is performed by using floor control information flows between FirstNet PTT system (the floor control server) and FirstNet PTT user (the floor control participant).
Group Call
FirstNet PTT prearranged group call can be initiated by anyone of the group members and the initiation of the prearranged group call results in all other affiliated group members being invited.
Group and One-to-One Messaging
In FirstNet PTT network, a PTT user is able to send a message to the other PTT user or to a PTT group using a SIP message request via FirstNet PTT system. The recipient can be a member of the FirstNet PTT group or non-FirstNet PTT group member.

Due to communications challenges during the response to the 9/11 terrorist attacks, the 9/11 Commission recommended the establishment of a single, interoperable network for public safety. For years, public safety organizations lobbied Congress to make this recommendation a reality. Therefore, when Congress established the First Responder Network Authority (FirstNet) in 2012, it based its mission on public safety’s express concerns and desires.

Over the past several years, FirstNet has collaborated with public safety stakeholders and leadership from each state and territory. Never before has the public safety community had the opportunity to provide input towards the creation of a nationwide broadband network tailored specifically to meet their needs as they save lives and protect communities across the nation.
